How do I request a replacement wireless remote for my car?

We used to have 2 wireless remotes for my 2000 Saturn, and unfortunately, a hoarse voice. Is there anyway to get another one? I still have one of two … If so, how do I replace it? Oh, one problem is that I'm stationed overseas and the Germans have not heard of a Saturn. Can you program yourself somehow, or I take him for a dealer?
